Torrevieja Approves 1,300 New Homes and Land for Hospital Expansion in Major Southern Development
Decades-Old Project Finally Moving Forward
Torrevieja City Council has approved a major mixed-use development in the La Ceñuela area in the south of the city — a project that has been stalled for decades but was finally unlocked by a 2024 court ruling that removed the planning obstacles blocking its progress.
The plan includes over 1,300 new residences alongside significant public infrastructure commitments, and now enters a public consultation phase where residents and stakeholders can review the details before final approval is granted.
What the Development Includes
The La Ceñuela plan is far more than a housing scheme. The approved allocation of land covers:
- 1,300+ new homes — meeting long-standing demand in the southern part of the city
- ~11,500 square metres reserved for future hospital expansion
- ~30,000 square metres designated for school and education facilities
- ~72,000 square metres allocated to parks, open spaces and recreation
The hospital land allocation is particularly significant. An initial agreement dating back to 2002 had designated land in this area for healthcare purposes, but progress stalled repeatedly due to planning constraints. The 2024 court decision that cleared the legal obstacles means this long-promised expansion can now realistically move forward alongside the wider development.
Infrastructure Upgrades
The development also includes road improvements that will benefit the wider southern Torrevieja area:
- Widening of the CV-95 between the hospital roundabout and the desalination plant
- New connections to the N-332
These upgrades are designed to improve connectivity for what will become a significantly more populated southern district once construction is complete.
What Happens Next
The project is not yet finally approved — it has entered a public consultation phase, giving residents, businesses and other interested parties the opportunity to review the plans and submit observations before the council moves to a final vote.
